Conroe participates in the Cost of Living Index, produced by The Council for Community and Economic Research (C2ER). This index provides a useful and accurate measure of living cost differences among urban areas.

The index is completed three times a year and measures relative price levels for consumer goods and services in participating areas. The average for all participating places equals 100%. Each participant’s index is read as a percentage of the average for all places. In other words, a score of 93% means that it is less expensive than the average, and a score of 120% means it is more expensive.
