How the Conroe, TX, Foreign Trade Zone Helps Companies with Tariff Uncertainty

    June 12, 2026

Global trade policies and potential tariffs continue to be a point of uncertainty for businesses operating in the US. The Conroe Economic Development Council (CEDC) assists businesses in navigating these issues by selecting locations that offer the greatest benefits. Conroe, TX, has developed a powerful solution with the Foreign-Trade Zone (FTZ) 265.

    What is FTZ 265?

Foreign-Trade Zone 265 (FTZ 265), also known as the Conroe Park North General Purpose Zone, is an economic development initiative launched in 2005 by the grantee, the City of Conroe. FTZ 265 designates Conroe and some surrounding areas as a customs-friendly area in which imported goods can be stored or re-exported free of customs duties. Cargo and goods stored in FTZ 265 are not subject to regular customs until they enter US commerce.

How does FTZ 265 benefit businesses?

Operating within this framework allows companies to delay, reduce, or even eliminate customs duties. These benefits primarily apply to imported goods that are used in the manufacturing or assembly of the business's own goods. This is especially beneficial to smaller businesses that may not have the flexibility or insulation to wait out trade wars and the subsequent ripple effects. FTZ 265 provides an effective financial buffer to prevent fluctuating policy from becoming a death sentence for profitability.

Which types of businesses most benefit from FTZ 265?

The Free Trade Zone operating in the Conroe Park North General Purpose Zone is most beneficial to companies involved in foreign trade logistics, exporting, and production, including manufacturing and assembly.

    How does the FTZ operate?

FTZ 265’s grant of authority was awarded to the City of Conroe, TX. The City of Conroe functions as the zone’s grantee and has contracted with the Trade Development Company, L.L.C.
Specific questions concerning FTZ 265 can be directed to Richard F. Ehmann, Jr., 2424 Pennsylvania Ave., NW, Suite 308, Washington, D.C. 20027.

What other ways does CEDC help businesses navigate foreign trade issues?

The CEDC strives to assist existing and prospective business owners with understanding the nuances of tariffs as they relate to their bottom line. The CEDC provides in-person support to business owners through personal trade consultants. These professionals can help owners strategize best practices and scenarios in order to leverage benefits and savings from zone status.
